Change.org attempts to detect your country of origin based on your IP address. Occasionally, we are not always able to accurately detect your country so it defaults to the U.S. form. You can always change it manually.
Thank you for putting this explanation under your FAQs. I am Canadian and was wondering the same thing.
The "Outside U.S." doesn't appear to me. I'm Chilean, and is a little annoying this error
